Highland Business and Neighborhood Association monthly meeting 05/09/19 Minutes
Location: Manzano del Sol Retirement Community – meeting commenced at 6:30pm.
1. Introductions and Roll Call- Present – Rob Cronin, Janine Kennedy, Barb Villa, Clark Brown, Don Manning, Elizabeth Vencill, Omar Durant. (a voting quorum was available)
2. April Meeting Minutes – Clark made a motion to accept April minutes, 2nd Omar, Voted and passed.
3. April Treasury Report – Don made a motion to accept April minutes, 2nd Janine, Voted and passed. Omar presented an update that the IRS activity regarding HBANA’s status. The application was accepted and approved with no penalties.
4. Agenda Items:
A. Valerie James’ fencing issue. No contact with Ms. James as of yet. Clark will email Gary Eyster’s letter to Barb and she will send it to the City of Abq building inspection department. Clark will find Ms. James email and forward it to Barb and Janine for further contact.
B. HBANA search for active secretary.
C. Defining/clarifying what the approval of a neighborhood association for projects such as, fencing/distillery/etc., really means and how much weight it carries in C/ABQ planning hearings. Omar received word from Angelo Metzgar Office of Neighborhood Coordination Manager, regarding this issue and presented the information.
D. David Keleher, resident owner of 231 Adams St. NE ABQ will offer a brief update of his home construction project. He presented scaled models of his present residence and the proposed building, as it would appear on his property. He has canvassed his neighbors and received acceptance of his design. His specific variance request relates to receiving a waver to the set back from his rear property line at the alley. Barb made a motion to write a letter of support for the variance and Rob seconded it. A vote was taken which passed in favor 4-3. A letter of support will be written and taken to the hearing by Barb.
E. Fencing of Zia School yard. Barb contacted school officials and was advised that the playground would be fenced off totally from the park. And access to the park from the school would be from the gymnasium door. Proposed construction would possibly occur before the beginning of the next school year.
F. Great American Cleanup, scheduled for 4/27/19 9am-12pm. Olivia and Pat Givens attended. Clark will present update from discussions with Olivia and Janine provided additional information.
G. Clean and Green Retail Ordinance – As a vote against sending a supporting letter from HBANA was passed during the April meeting, Elizabeth sent a personal letter against the Ordinance. A discussion commenced about the issue of recycling in the Albuquerque area.
5. Community Session - Round Table
Questioning exists of zoning of property near her business.
Additional discussion related to recycling occurred.
Janine wants to begin recruiting for membership to the HBANA. She is willing to create strategy, train people, and interviewing residents of the neighborhood.
Gina Dennis – sending election canvasing for funds
A date was set for this years National Night Out event, (August 6, 2019-Tuesday). Olivia will assist with this year.
